Webinar Overview:
Personnel issues can arise at every stage of an employee’s career— from hiring to separation and all the chapters in between. It’s essential for HR staff, managers, and attorneys to understand how to address personnel matters in a way that supports employees and ensures compliance with legal requirements. This training will cover the important legal considerations that arise during all chapters of an employee’s career and provide a foundational understanding of employment law in Washington State.


Educational Objectives:

Participants will learn about the following topics:

  • Legal requirements for recruiting and hiring government staff.
  • Leave obligations and benefits, including sick leave, medical leave, military leave, vacation leave, and health insurance.
  • Compensation and overtime wages.
  • Legally acceptable strategies to recognize and retain employees.
  • Handling requests for reasonable accommodation.
  • Employee and employer rights during disciplinary matters.

 

Training Agenda:

  • Chapter 1: Recruitment and Hiring (including advertising requirements and hiring authority)
  • Chapter 2: Employment (including benefits, leave, compensation, and staff retention)
  • Chapter 3: Discipline and Discrimination
  • Chapter 4: Separation (including both termination and retirement)

 

Who Should Attend:

This training is designed for any government agency staff in Washington state, particularly Human Resources managers, personnel staff, attorneys, or other leadership staff involved in personnel matters.


Presenters:

  • Flannary Collins, Managing Attorney, MRSC. Flannary has been the managing attorney for MRSC since 2018. Prior to becoming managing attorney, she served as an MRSC legal consultant. Prior to joining MRSC, she served as Assistant City Attorney for the city of Shoreline where she advised all city departments on a wide range of issues, including personnel matters.
  • Julie Nicoll, Legal Consultant, MRSC. Julie is a legal consultant at MRSC. Prior to joining MRSC in April 2025, she was an Assistant Attorney General representing Western Washington University and Bellingham Technical College, where she advised on various personnel matters. Julie also previously served as a civil deputy prosecuting attorney for Skagit County.

Refund Policy: Refunds will be provided minus a 5% administrative fee until the registration deadline at 5 PM on Wednesday, January 28. No refunds for cancelations or no-shows after the registration deadline. To request a refund, please contact Jacob Rice (jrice@mrsc.org).

If you are registered for the webinar and are unable to attend, you will still be able to view the recorded webinar afterwards. However, if you cancel your registration, you will not receive a link to the recording.
